			<content:encoded><![CDATA[DBAT EN LIGNE SUR LA SOUVERAINET&#585; ALIMENTAIRE<br />Modr par Ilyes El Ouarzadi<br /><br />En date du Samedi 15 novembre 2008, CLC-Canada, TakingITGlobal en partenariat avec Carrefour Tiers-Monde et Action Contre la Faim ont organis&#39529; un dbat en ligne qui a port sur la question de la souverainet&#39529; alimentaire et qui a t un franc succ&#39528;s !<br /><br />D&#039;abord, je -ilyes El Ouarzadi (modrateur de ce live chat)- commencerai par prsenter les experts qui ont accept&#39529; notre invitation:<br /><br />Amlie Panneton, 22 ans, agente d&#039;ducation &#39520; Carrefour Tiers-Monde. Aprs un stage de trois mois en th&#35426;tre d&#039;intervention au Prou, elle a t&#39529; responsable des activits d&#039;ducation pour Intermon Oxfam &#39520; Vitoria-Gasteiz en Espagne. Dtentrice d&#039;un baccalaurat en &#39529;tudes internationales et langues modernes, elle travaille  Carrefour Tiers-Monde dans le domaine de la sensibilisation et de l&#039;ducation au public, et s&#039;int&#2665;resse particulirement aux enjeux lis au commerce &#35433;quitable,  la souverainet alimentaire et &#2656; l&#039;conomie solidaire.<br /><br />g&#37033;e de 22 ans, Amlie CHARBONNEAU est tudiante au baccalaur&#39529;at en Travail social. Elle travaille comme stagiaire au sein de Carrefour Tiers-Monde comme dans le cadre, des Journes Qub&#39529;coises de la Solidarit Internationale, elle est en charge du volet jeunesse. Elle rencontre des jeunes du secondaire pour parler des enjeux relatifs  la souverainet&#38953; alimentaire.<br /><br />Santiago Alba est directeur technique et de recherche d&#8217;Action Contre la Faim Canada. Titulaire d&#8217;une maitrise en agriculture et en dveloppement rural de l&#8217;Universit Cornell (Etats-Unis), d&#8217;une autre en audit environnemental et d&#8217;un Baccalaur&#39529;at en ingnierie agricole de l&#8217;Universit La rioja (Espagne), il a travaill&#39529; dans le dveloppement rural et sur les enjeux environnementaux en Europe. Ensuite il est parti effectu un travail de terrain en Afrique et a travaill&#39529; avec la section espagnole de l&#8217;International AIDS Agency et des fondations prives sur des processus de rformes locales et de d&#39529;veloppement des capacits. Avant d&#8217;occuper son poste actuel  Action Contre la Faim (ACF), il a travaill&#38953; au sein de l&#8217;Institut de Dveloppement Africain  l&#8217;Universit&#38953; Cornell. Au cours de ces 14 dernires annes, le parcours acad&#35433;mique et professionnel de Santiago l&#8217;a conduit  se concentrer sur l&#8217;valuation et la gestion de programmes de d&#2665;veloppement rural durable. Il est actuellement membre du Groupe des Directeurs techniques et apporte son soutien au Conseil Scientifique de l&#8217;AFCIN. Il coordonne des projets et des recherches sur des sujets tels que la nutrition, l&#8217;eau et les systmes sanitaires, la scurit&#35433; alimentaire et les changements climatiques.<br /><br />Mentionnons galement que parmi nos participants, figuraient des reprsentants de diverses organisations. En voici quelques exemples:<br /><br />Jean-Marc FEUSSOM est coordonnateur de AFRICA FAUNA et de Peace/Action Solidaire. Il vit &#39520; Dakar, au Sngal et il a &#39529;t l&#039;un des participants les plus actifs lors de notre dbat. La conciliation du militantisme associatif &#39520; la passion informatique et sa vocation de vtrinaire lui ont beaucoup apport&#39529;. JM a intervenu  plusieurs reprises pendant le dbat. Une de ses questions &#2665;tait la suivante: Quel est la diffrence entre souverainet alimentaire, S&#39529;curit alimentaire, auto suffisance et productivit alimentaire? et Pourquoi les jeunes doivent jouer une place primordiale dans le cadre de l&#8217;autosuffisance alimentaire? En outre, il nous a parl&#39529; du problme du poulet congel au Cameroun. Selon lui, le concept de s&#35433;curit alimentaire fait rf&#39529;rence  la disponibilit ainsi qu&#039;&#2656; l&#039;accs  la nourriture en quantit&#34857; et en qualit suffisantes. Il a aussi pris la parole pour nous donner un exemple de la contradiction entre les rglements de l&#039;OMC et la souverainet&#39529; alimentaire. JM a beaucoup apprci les interventions de notre expert M. Santiago Alba: l&#039;approche droit que pr&#39540;ne l&#039;ACF montre l&#039;tendue du problme de souverainet&#39465; alimentaire, elle le place dans une sphre macro (internationale) et locale (consommation, sensibilisation).... Enfin, JM a pos la question qui suit: Faut-il faire la diff&#35433;rence entre le dsir d&#039;un tat de nourrir sa population (produits import&#39529;s) et le v&#339;u d&#039;une consommation locale ou d&#039;une prservation de l&#039;environnement? JM admet que le rle des jeunes est crucial &#40224; cet gard. C&#039;est pourquoi il suggre de prendre des mesures d&#8217;accompagnement pour la jeunesse rurale et urbaine (acc&#39464;s au crdit, a la terre) ainsi que l&#039;implication des jeunes dans la mise en &#339;uvre des programmes agricoles. Selon JM, il ya un autre problme, beaucoup d&#039;actions sont men&#39465;es sur le terrain. Que peut donc faire TIG ou d&#8217;autres organisations pour harmoniser et capitaliser les actions et les rendre plus visibles. Problme financier&#8230; ? C&#039;est alors que Justine, Sessi, Yassir et moi-mme avons pris la parole pour r&#35497;pondre  sa question en citant les diverses ressources que TIG met  la disposition des jeunes pour aller de l&#039;avant. Enfin, JM a parl&#2089; de ce qu&#039;il fait, entre autres avec ses organisations, pour contribuer en termes de souverainet alimentaire. JM occupe un rle de sensibilisation et d&#039;information. Sa plateforme, PEACE / Action Solidaire est une plateforme pour un commerce &#40233;quitable. Les membres de son organisation et JM ont organis plusieurs foires universitaires et des universits d&#8217;&#39529;t sur la promotion des productions locales. JM a aussi mentionn que TakingITGlobal l&#039;a beaucoup aid&#39529;  avoir une visibilit internationale pour ses projets.<br /><br />Binetou Diagne a &#2665;t galement une participante tr&#39528;s active durant notre dbat. Titulaire d&#8217;un diplme en Commerce et D&#40233;veloppement, elle a t form&#39529;e aux questions du dveloppement durable et du management des ONG. Elle a rcemment compl&#39529;t son cursus par un Master en Marketing International  Paris et &#38944; New York. En cole de commerce, elle tait charg&#39529;e de l&#8217;organisation du BDE et a men  bien des projets tels que : la participation &#38944; la course internationale de voile EDHEC, l&#8217;organisation d&#8217;une soire de gala pour l&#8217;association d&#8217;enfants handicaps mentaux de Keur Xaleyi et la participation &#39520; des journes tl&#39529;thon&#8230;Actuellement, elle s&#039;investit dans un projet sur le Changement Climatique au Sngal. Elle est membre du Comit&#39529; reporter jeune de Mdiaterre, le systme d&#039;informations francophone sur le d&#39465;veloppement durable de l&#039;Organisation Internationale de la Francophonie (OIF). Elle est galement membre du Youth Caucus, comit pour la 17&#39528;me session de la Commission du Dveloppement Durable des Nations Unies. Elle a une exprience professionnelle dans le domaine du commerce &#39529;quitable, de l&#039;cologie et de la filire bio. En effet, elle a &#39465;t charge d&#039;un projet web pour le site FemininBio.com qui est un portail d&#39529;di au mode de vie bio, aux questions de l&#8217;cologie et du d&#39529;veloppement durable. Binetou reconnait que l&#039;inscurit alimentaire est bien ce qui se passe dans beaucoup de pays sous-d&#39529;velopps. Vu qu&#039;elle rside au S&#39529;ngal, elle nous a parl des faits qui y sont reli&#39529;s: Au Sngal, on consomme  le riz tous les jours or il est import&#39529;  plus de 90%. Elle avoue que le Sn&#2665;gal dpend entirement du march&#39465; extrieur. Elle tait d&#039;accord avec les propos de JM quand il disait que l&#039;&#39529;ducation alimentaire est indispensable dans les pays de l&#039;Afrique. Selon elle, "Les consommateurs se tournent souvent vers des produits occidentaux plus chers alors que nous avons des ressources locales qui malheureusement restes invendus...L&#039;ducation alimentaire devrait s&#039;adresser aux consommateurs des pays dvelopp&#39529;s". Binetou, comme JM d&#039;ailleurs, a partag avec nous ses expriences. Elle vient de participer &#39520; une action de protection de l&#039;environnement et de scurit alimentaire en Casamance, au sud du S&#39529;ngal et elle travaille pour l&#039;ONG Ocanium qui a restaur&#39529; 1300 hectares de mangrove. Par dfinition et dans les mots de Binetou, "la mangrove est un cosyst&#39528;me complexe qui permet aux populations locales de satisfaire  leurs besoins financiers et alimentaires. En effet, la mangrove fournit beaucoup de poisson, des crevettes, des huitres et elle constitue un abri pour les petits poisson en priode de reproduction. Enfin, la mangrove est une barri&#2664;re naturelle contre le sel qui menace les rizires et contribue ainsi  sauvegarder la s&#34857;curit alimentaire." Parmi ses questions: Pensez vous que les rgles de l&#039;OMC et la souverainet&#39465; alimentaire soient compatibles? Enfin, Binetou est convaincue que l&#039;Afrique dispose d&#039;assez de ressources pour avoir une souverainet alimentaire mais les consommateurs africains affectionnent plus les produits trangers! Binetou a dit: "c&#039;est l&#39520; tout le problme...Par exemple, au Sn&#35433;gal : on ne consomme pas de bananes plaintins ; on prfre les pommes de terre fran&#39463;aises par exemple". Elle a donn un autre exemple: "le baobab donne un fruit qui s&#039;appelle le pain de singe, ce fruit dtient 6 fois plus de vitamine C que le lait alors pourquoi s&#039;ent&#39530;ter  acheter du lait (qui contient probablement des OGM) qu&#039;on peut trs bien acheter le pain de singe qui co&#2619;te 20 fois moins cher!". Binetou a aussi cit le cas de l&#039;industrie pharmaceutique "nous avons beaucoup de plantes naturelles qui remplacent les mdicaments vendus en pharmacie, parfois ils sont m&#39530;me plus efficaces. Je pense que les tats dpendent beaucoup de la politique des multinationales. C&#039;est bien pour cela que le monde tourne ainsi..."<br /><br />La plupart de nos participants &#39529;taient interesss par le concept de banques animales suscit par M. Santiago Alba d&#039;ACF.<br /><br />M. Alba a entam&#39529; la discussion en dfinissant la souverainet alimentaire comme un concept d&#39529;velopp et prsent&#39529; pour la premire fois par Via Campesina en 1996. Selon lui, la souverainet alimentaire est pr&#35433;sente comme un droit international. ACF reconnait les droits  l&#039;alimentation et &#38944; l&#039;eau comme des droits humains. Selon M. Alba "quand on parle de dveloppement durable, on parle de dveloppement social, culturel et &#39529;conomique sans compromettre le futur". Selon lui, scurit alimentaire est synonyme d&#039;acc&#39528;s  la nourriture alors que quand on parle de souverainet alimentaire, on parle de "la population locale qui est capable de produire la nourriture n&#2665;cessaire". Santiago nous a prcis que "quand Via Campesina a d&#39529;velopp le concept de souverainet alimentaire, la souverainet&#39529; alimentaire favorisait le maintien d&#039;une agriculture de proximit destine en priorit&#39529;  alimenter les marchs r&#2665;gionaux et nationaux."  son avis, si on parle d&#039;une point de vue nutritionnel, la souverainet) alimentaire pourrait tre trs critique, mais &#43552; partir d&#039;un point de vue environnemental  et de justice social et des marchs est une grande opportunit. Ensuite, Santiago nous a dit que "La souverainet&#39529; alimentaire est donc une rupture par rapport  l&#039;organisation actuelle des marchs agricoles mise en &#339;uvre par l&#039;OMC." Selon M. Alba, "le principal probl&#2664;me n&#039;est pas l o la nourriture est produite, mais l&#039;objectif de cette production et qui d&#3689;cident de produire et ce qu&#8217;on produit". Enfin, Santiago a dfini le concept de banques animales dvelopp&#39529;  ACF comme tant le d&#2665;veloppement des capacits et la formation des agriculteurs et des autorits locales, l&#039;irrigation &#39520; petite chelle, le rle des femmes et les cash distribution programs. Fait important: 90% des fonds sont allou&#40233;s aux programmes dans trois domaines: nutrition, scurit alimentaire, eau et assainissement. Pour illustrer ses propos, Santiago a mentionn&#39529; cet exemple "Je reois deux boucs, et dans une couple d&#039;annes, je dois donner une ch&#31336;vre  la "banque" comme les intr&#2666;ts .. cette nouvelle chvre est utilis pour aider une autre famille et ainsi de suite." Enfin, Santiago nous a rappel&#35433; ce fameux slogan: "penser globalement agir localement"!<br /><br />Mentionnons galement que parmi nos participants, figuraient Irn&#39529;e Domkam de Jeunesse Horizon ainsi que Shiba ANDRE de Haiti, Adrien BRUNETTI de Bogota (Colombia), Christophe TOUGRI originaire du Burkina Faso rsidant en gypte, Nicolas B. Best wishes of health, happiness and prosperity to all of you, young leaders out there!<br /><br />For me, I had some pretty good news this week. Actually, I received a formal invitation to participate in the first <span title="font-style:italic;">NMC World Youth Meeting<span title="font-weight:bold;"></span></span> for a Sustainable Future which will take place in <span title="font-style:italic;">Bari (a city south of Italy) from January 19th to January 21st.</span><br /><br />This summit is organized by the Italian Government, the Apulia Regional Government and the National Agency for Youth in Italy of the European Youth in Action Program in collaboration with Inter-American Development Bank, ILO, UNESCO and UN-HABITAT among others.<br /><br />So, I am really happy to start 2010 with more energy and drive and pursue my engagement in my local and global community. One of my top resolutions for the coming year will be to lead by example and work harder in all the projects I started or will start in the future.<br /><br />More importantly and as the co-founder of an international youth initiative called "MOMENTUM: Mission, Passion, Expression", my short-term goal is to publish the second edition of the MOMENTUM magazine that will be available online very very soon (in the beginning of January probably). By the way, I&#039;d like to thank all the TIG members and the other young leaders who sent us their submissions (articles, poems, artwork). It&#039;s greatly appreciated! 			<content:encoded><![CDATA[<span title="font-style:italic;"><span title="font-weight:bold;">MOMENTUM: Mission, Passion, Expression</span><span title="font-weight:bold;"></span></span> is a youth-led magazine and a <a href="http://momentumweb.org/">website</a> dedicated to helping youth become more informed and engaged in society. The co-founders of this project are Yassir and Ilyes EL Ouarzadi, two young laureates of the Millenium Excellence Scholarships. These young leaders both participated in the leadership program Shad Valley as well as in the 4th and 5th World Youth Congress of Quebec and Istanbul and in the Dicte des Amriques and they wish, through this project, to give the opportunity to hundreds, even thousands of young people from Canada and abroad, to live such life-changing experiences. 			<content:encoded><![CDATA[I have pursued excellence since my earliest childhood. I try to excel in everything I do - and I do a lot. Much of it is volunteering. I have been a reporter for Junior Mag while growing up in Casablanca, a <a href="http://www.shad.ca/">Shad Valley</a> participant at Universit Laval, and a mentor and youth engagement coordinator for <a href="http://www.tigweb.org/about/">TakingITGlobal</a>. I enjoy playing badminton and soccer and got a blue belt in karate at 15 years old, I&#8217;m also passionate about writing and poetry.<br /><br />That is why I co-founded a multi-lingual magazine called <span title="font-style:italic;"><a href="http://momentumweb.org/">MOMENTUM: Mission, Passion, Expression</a><span title="font-weight:bold;"></span></span> in 2008. The co-founders of this project are my twin brother Yassir and I. We both participated in the 4th and 5th World Youth Congress of Quebec and Istanbul and in many TEDx events and we wish, through this project, to give the opportunity to hundreds, even thousands of young people from Canada and abroad, to live such life-changing experiences. <br /><br />In 2010, I was among the lucky Canadians who visited Italy as delegates to the <a href="http://www.nimociv.org/">NMC World Youth Meeting for a Sustainable Future</a> in Bari. And during the summer, I spent three weeks in China visiting Beijing, Chongqing and Shanghai and exploring the Great Wall, the Forbidden City, Tiananmen Square and the <a href="http://en.expo2010.cn/">Shanghai World Expo</a>.<br /><br />I also had the chance to travel to Dubai and Abu Dhabi to attend the <a href="http://ewb.hct.ac.ae/">Education Without Borders international student conference</a> where I met inspiring like-minded young leaders and guest speakers like <a href="http://en.wikipedia.org/wiki/Robert_Swan">Robert Swan</a>, the first person to walk to both Poles, and <a href="http://en.wikipedia.org/wiki/Adora_Svitak">Adora Svitak</a>, an American child prodigy and internationally published author who gave the most inspiring TEDx-style talks at Dubai Men&#8217;s College.<br />On a less serious note, I went sandboarding along with friends from Tunisia, Mauritius and England, and got the opportunity to meet the French Spiderman <a href="http://www.alainrobert.com/">Alain Robert</a> after watching him climbing the World&#8217;s tallest tower Burj Khalifa as part of the opening ceremony.<br /><br />But I have not forgotten my roots and the problems in Morocco. I am still in contact with Moroccan associations that combat poverty and lack of knowledge, helping them as much as I can.]]></content:encoded>

			<title>What I learned on March 12th, at the Global Entrepreneurship Congress2012</title>

			<content:encoded><![CDATA[Two weeks ago, after spending a relaxing weekend in London, I had the pleasure to visit Liverpool for the first time as part of the Canadian delegation  attending the GEC 2012 summit. <br /><br />Along with my twin brother and fellow GEC delegate, Yassir, we decided on Sunday to leave the World&#039;s cultural capital in order to join the official Quebec delegation already in Liverpool. So, we took the "tube" (as they call it in the UK) to go to Euston Station where we took the train from London to Liverpool. It was a pleasant surprise to find out the train was operated by Virgin and made by BOMBARDIER (cheers to my HEC friends and classmates working at their headquarters in Montreal!). <br /><br />The trip was not as long as I expected and it was quite comfortable. I had a great time reading magazines, taking notes while listening to music and enjoying the landscapes of the UK from my window seat.<br /><br />On Sunday evening, we arrived in the birthplace of the Beatles, Liverpool. First thing we needed to know is where the hotel was located. Then I realized Scousers (people of Liverpool) are friendly and helpful. A young student showed us the way. It was nice to stay in a hotel just five minutes away from ACC, the venue of the GEC summit. <br /><br />On Monday 12th March, Yassir and I took some time to explore Albert Dock, Liverpool&#039;s waterfront... before heading to the International Research & Policy Roundtable organized by the Kauffman Foundation. This first GEC fringe event we got the opportunity to attend was entitled &#039;Promoting High Growth Entrepreneurship Around the World: A Dialogue Among Experts.&#039; <br /><br />During this public session, I learned a lot from budding entrepreneurs and academicians. Here are excerpts from my notes: <br /><br />The first participant from the audience quoted Thomas Jefferson, the principal author of the United States Declaration of Independence (1776) and the third President of the United States (1801&#8211;1809: "Every generation needs a new revolution." <br /><br />This inspiring quote led us to discuss how our desire for entrepreneurship is universal. As a participant said, people like us are those who will change the world not our governments. In other words, you can be an entrepreneur wherever you are even in countries with non-supportive governments. <br /><br />Participants suggested to dedicate more resources to the literature and art of entrepreneurship in order to inspire all the aspiring entrepreneurs who are looking for guidance and role models. <br /><br />An enthusiastic participant stood up and asked the audience: &#039;what happens when you bring the right people with the right networks together?&#039;<br /><br />A delegate from Malaysia shed light on the important role NGOs play to lobby the Malaysian government and policy makers for access to funds.<br /><br />Technology entrepreneurs from developing countries from Asia and Africa raised an interesting point. For instance, the fact that these emerging countries don&#039;t have a culture of early adopters, which doesn&#039;t help their entrepreneurs to sign contracts and sell their innovative products.<br /><br />Fellow technology entrepreneurs recommended online trainings and mentorship programs as a good way to keep our motivation level up by being surrounded with entrepreneurs and experts who are ready to share their knowledge and expertise with the current generation of entrepreneurs.<br /><br />Vivian Prokop, CEO of the Canadian Youth Business Foundation, gave some great examples of Canadian entrepreneurs like this young woman aged 25 who started a business that takes untrained people into the workforce and later managed to get 18 franchisers. Vivian proudly informed us that this young entrepreneur is now expanding her business into the US market.<br /><br />Shelly Porges, a Senior Advisor for Global Entrepreneurship at the U.S. State Department, also talked about promoting women&#039;s entrepreneurship worldwide and the role of the government and civil society in supporting our entrepreneurs.<br /><br />Nowadays, access to funding remain the biggest challenge entrepreneurs face.<br /><br />From a CSR point of view, many US companies want to diversify their supply chain, to sponsor and support  humanitarian and development projects  while involving their employees in community-oriented initiatives and setting the example for others to follow.   <br /><br />Hassan from Malaysia tackled the role of culture and society and reminded us of how important social climate is for entrepreneurs. Allowing failure is crucial: "Fail. Fail fast. Try again." Personally, this is what defines my will to win and my passion for success. I firmly believe that  if we have a dream, we got to protect it.<br /><br />A delegate from the United Arab Emirates shared with us the situation of the entrepreneurship sector in the UAE. Basically, we all share the same challenges although of different dimension. <br /><br />An interesting statistic that might surprise you: native UAE citizens account for only 10% of the population; and most of them are not interested in entrepreneurship. <br /><br />Our fellow delegate from the UAE (one of my favorite countries since I attended the Education Without Borders international student conference exactly a year ago in Dubai) mentioned that people have a sense of pride when they hold positions in the public sector even if they work also in the private sector.<br /><br />I was pleased to hear from a fellow Indian delegate that Canada is famous for having very efficient policies and solid financial institutions. As a finance graduate, this made my day <img src="http://refpeople.com/file/pic/emoticon/default/smile.png" alt="Smile" title="Smile" title="v_middle" /><br /><br />Lucia from London Business School was wondering if there was any difference between incubators and accelerators.
